Job Purpose:

Lead a broad range of human resources functions such as: (a) partner with client Departments/Offices to pursue ADB’s business objectives within their designated areas; (b) provide support for the development, implementation, and improvement of personnel policies and programs to support the goals of ADB’s HR Strategy; (c) lead or co-lead the design and implementation of HR programs (talent management, recruitment, performance review, IT/database management, etc.); (d) participate in the formulation and improvement of HR policies and procedures; (e) provide standardized HR services as well as HR information and analytics. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes

Contributes to the work unit by completing a variety of tasks assigned, covering all or a combination of the following functions:

HR Business Partner
• Maintain in-depth contact with client Departments/Offices to obtain a clear understanding of their mission and resulting business priorities.
• Work with clients to identify, develop and evaluate their talent pipeline to meet the future business needs of their own department while contributing to ADB’s overall talent pool
• Communicate HR policies and initiatives to clients so that HR solutions and practices of the client comply with HR policies and guidelines.
• Move diversity and inclusion agenda forward. Advise client managers on strategies and
• Review and assess the effectiveness of training programs undertaken by clients, and recommend new/revised learning initiatives based on client needs.
• Provide or recommend facilitation, team coaching and individual training interventions, as appropriate, for client Departments/Offices.
• Provide day to day performance management guidance to managers to enable them to apply appropriate tools and techniques (e.g., coaching, counseling, career development, disciplinary actions) for different situations.

HR Policy and Programs
• Undertake related human resource activities to support the development, implementation, and improvement of personnel policies and procedures to support the goals of the new HR Strategy.
• Participate, as principal or team member, in the formulation and improvement of human resource policies and procedures, training and development policies and programs.
• Mitigate staff grievances through counseling; preparing responses to individual staff grievances.
• Participate in job evaluation and/or performance reviews.
• Participate in other HR-related projects and ensure that these are aligned to the strategic needs of ADB.

Recruitment and Personnel action
• Coordinate with heads of assigned departments/offices to ensure vacancies are filled on a timely basis, taking into account skills requirements and maintaining nationality, gender and age balance, and a more rational allocation of levels.
• Support the development and placements of advertisements and evaluate external and internal applicants for assigned departments.
• Undertake the analysis and recommendation of staff promotions, transfers, and all other types of personnel actions.
• Participate in selection panels, recruitment collaborative groups, training and development groups, and recruitment missions, as required.

Human Resource Information and Services
• Lead the development and administration of ADB’s HR Systems.
• Lead standardized HR operations and administrations, including on-boarding, in-services, and off-boarding.
• Lead and ensure the effectiveness of benefits policies and programs for staff on Headquarters (HQ)/Field Office (FO) assignments

Staff Supervision
• Take the role of team leader and supervise the work of team members
• Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
• Ensure the ongoing learning and development of reporting staff

Educational Requirements:

• Master's Degree, or equivalent, in Business or Public Administration, Human Resources, Economics, Social Sciences or related fields. University degree in Business or Public Administration, Human Resources, Economics, Social Sciences or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
• Preferably affiliated with and/or certified/accredited by recognized professional HR associations, such as CIPD, IPMA, SHRM, etc.

Relevant Experience And Other Requirements:

Work experience
• At least 10 years' relevant experience within the field at senior levels (e.g. leading projects)
• International experience working in several countries

Technical knowledge
• Proven application of expertise within a specific area or breadth across multiple areas with in-depth knowledge within one area
• Ability to undertake new initiatives, with sound judgment and decision making capacity.
• Ability to deal effectively with staff, Management, Board Members, staff of other international organizations, and external counterparts.
• Able to utilize and share relevant knowledge to benefit the broader ADB community
• Strong interpersonal, conceptual, and analytical abilities.

People and leadership skills
• When required, able to lead team, exercising supervision coordination, and planning responsibilities over the assigned team, with oversight from the Director or a more senior team leader
• Act as a mentor to more junior team members, providing guidance on projects and processing of loans/technical assistance

• Excellent oral and written communication skills in English
