Job Purpose:
To function as a project specialist responsible for urban development operations, including loan and technical assistance (TA) processing, project implementation and country programming for the urban sector. Contribute in formulating and articulating policy and strategies on the urban sector in close coordination with SAUW, engage with relevant Government agencies in policy dialogue, and develop new lending program in the sector. Closely coordinate with SAUW in identifying, developing, implementing and administering loans, TA projects, and non-lending products and services (NLPS) for the urban sector in India.
Expected Outcomes
- Contribute to developing strategies on urban development and urban/municipal management in India in consultation with relevant government agencies.
- Review urban development policy, related legal and regulatory framework in India and assess progress towards achieving sustainable economic development and poverty reduction.
- Undertake policy dialogue with senior government officials and other development partners in India to leverage urban policy, regulatory, and institutional reforms.
- Contribute significant inputs to the India Country Partnership Strategy (CPS) and updates with the formulation of urban development assistance as part of SAUW’s inputs.
- Closely coordinate with SAUW in identifying, designing and processing loan and TA projects in India’s urban development sector, including the water supply, sanitation/sewerage, drainage, urban transport and roads, solid waste management, municipal management, and tourism.
- Facilitate as necessary in coordination on matters related to urban development between INRM and SAUW and other ADB work units.
- Assist the Country Director on matters related to urban development.
- Serve as the focal point for coordination with other divisions/departments concerning the urban development thematic area.
b. Project management
- Ensure quality and compliance of lending and non-lending products and operations with respect to urban development policy and strategies.
- Contribute effectively in administering loan and TA projects in urban development possibly with moderate to high levels of risk and complexity.
- Provide comments on urban development issues in the initiation and development of loan, TA projects and capacity building initiatives.
- Facilitate effective liaison and coordination with development agencies on program loans and investment projects.
- Ensure key technical, economic, financial and crosscutting issues are incorporated into projects.
c. Knowledge sharing
- Represent ADB and participate in government and development partners meeting and working groups and other in-country events on urban development for knowledge sharing and coordinating and promoting ADB’s urban development initiatives.
d. Regional cooperation
- Provide support to regional cooperation activities related to urban development and tourism.
e. Staff supervision
- Take the role of mission leader and supervise the work of mission members.
- Manage the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.
Educational Requirements:
- Master's Degree, or equivalent, in urban and regional planning, urban management or other related fields, University degree in urban and regional planning, urban management or other related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree
Relevant Experience And Other Requirements:
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 8 years of relevant professional experience in urban development
- Multidisciplinary competence and thorough knowledge on various aspect of urban development, including urban governance, municipal management and finance, urban infrastructure and service delivery, and land management and ability to integrate cross-cutting themes of urban poverty reduction, private sector participation, capacity building environment and social dimensions.
- Extensive experience and successful record of demonstrated performance and capacity as mission leader in processing complex loan and TA projects and leading multidisciplinary teams.
- Excellent oral and written communication skills in English
- International experience working in development in several countries
