Job Purpose:
Provide in-depth technical expertise and operational support in handling loan/technical assistance (TA) processing and administration, portfolio management, divisional management, and other general sector activities. Where assigned, assume the lead role in the processing and administration of assigned loans and TAs. Complement portfolio management tasks in the Department’s Project Administration Unit. Act as the portfolio management focal point for all transport projects delegated to resident missions (RMs). Support divisional management. Generally works independently or with a team under minimal supervision.
Expected Outcomes
Project and TA Preparation and Appraisal
- Participate in the fact-finding and appraisal missions to review project designs, cost estimates and financial plans, procurement plans, implementation schedule, disbursement arrangements, safeguards requirements, governance and anti-corruption measures, and other project implementation arrangements.
- Provide advice on project readiness to ensure efficient and quality project administration.
- Provide sector information and analysis as required.
- Prepare the project administration manual (PAM).
- Review and provides comments on Executing Agency’s (EA’s) bidding documents and bid evaluation report of civil works to ensure compliance with ADB guidelines FIDIC contracts; and ensure quality of procurement committee paper.
Project and TA Administration
- Where assigned, assume the lead role in processing and administering loan and TA projects, including review of and advice on procurement, contract management, implementation arrangements, and disbursements.
- Ensure compliance with procedures, guidelines, agreements, and other requirements, and take necessary actions as needed, on procurement, consultant selection, and contract management in implementing loans and TAs.
- Monitor the achievement of contract awards and disbursement projections, identify the reasons for shortfalls, and implement solutions to eliminate/reduce shortfalls
- Identify and analyze issues related to project implementation and address them through interaction with EA, contractors, consultants, and project beneficiaries; prepare measures to address the project administration issues
- Prepare internal memoranda for approval including procurement reviews, reallocation of loan/grant proceeds, and changes in project scope and/or implementation arrangements, as required by ADB project administration instructions
- Advise government ministries, EAs, and other sector entities on ADB’s policies and procedures covering procurement, loan/grant/TA disbursement, safeguards, anticorruption and project monitoring
- Prepare project and TA completion reports, as assigned and support project review and country portfolio review missions.
- Provide support for or conducts policy dialogues with government on policy matters and institutional issues
- Update PAM in compliance with project administration instructions, and in consultation with project officer, EA/IA staff, and project management and construction supervision consultants in the field
Portfolio Management
- Act as the portfolio management focal point for all transport projects delegated to RMs by assuming the PAU Head’s functions for these projects.
- Prepare and monitor the implementation of monthly portfolio management action plan for projects with potential problem and at risks, and take necessary actions at the individual project level.
- Monitor, review and prepare report on project performance across CWTC/RM portfolio, compliance with covenants achievement of contracts awards and disbursements targets, and the achievement of desired outputs.
- Oversee the identification of causes for shortfalls in performance, and execution of corrective actions to address these.
- Participate in portfolio reviews, and periodically track and report on agreed action items from portfolio reviews.
- Provide guidance and oversight related to project administration among division staff to ensure timely implementation and performance reporting, timely fielding of review missions, etc.
- Ensure quality and consistency of reports and outgoing communications related to the division’s portfolio management.
- Oversee the quality of project records management system in eOps and eStar.
Management Support
- Monitor achievement of results framework indicators for level 2 (contribution to development results); and prepare results framework indicators for level 3 (operational management) and level 4 (organizational management) for the Director’s approval
- Monitor progress of action and recommendations to projects in the management action record system (MARS)
- Prepare briefing notes and power point materials for the division, as required
- Facilitate/organize teambuilding activities for the division
Mentorship
- Provide guidance to CWTC national staff to facilitate work planning, work execution and quality control.
- Provide guidance to RM and EA staff on ADB policies and procedures, as needed.
Others
- Performs other duties that may be assigned as reflected in the incumbent’s work plan.
Educational Requirements:
- Master’s degree or equivalent, in economics, engineering, or related field; and at least 5 years as incumbent National Staff (for ADB staff).
Relevant Experience And Other Requirements:
Work Experience
- At least 10 years of professional experience, including sector experience, project management and implementation, and portfolio management; and at least 6 years of supervisory experience.
Technical Knowledge
- Experience in the assigned sector
- Experience and knowledge of ADB’s strategic priorities and operations, including various stages of project cycle
- Familiarity with ADB’s policies and guidelines on procurement, consultant recruitment, disbursement, safeguards, and anti-corruption
- Excellent analytical thinking, with ability to comprehend causal links, make pros and cons analysis, and analyze relevant factors to reach a decision
- Ability to independently work and set priorities among multiple assigned tasks and formulate and execute plans for the completion of such tasks
- Effective report-writing and communication skills in English
- Knowledge and proficiency in ADB-adopted computer applications
