Job Purpose:
To provide technical and administrative support to the Climate Change Program Coordination Unit, RSDD (RSDD-CC) policy and strategy work, fund management, technical assistance projects, and knowledge generation and management activities. The tasks will involve, among others, research and analysis, inputs to the preparation of briefing notes and presentations, data collection, assistance in tracking climate finance, assistance in TA processing and administration, information management, and supporting preparation and monitoring of the Unit’s work plan and budget.
Expected Outcomes
Under the guidance of a senior staff, contributes independently by completing a variety of tasks assigned, covering all or a combination of the following functions:
Policies, Strategies, and Frameworks
- Undertakes general research to support policy and strategy work on climate change across sectors
- Assists in preparing briefing notes and presentations for ADB senior staff and Management;
- Assists in ensuring correct identification and classification of ADB projects that address climate change;
- Assists in monitoring and reporting on ADB climate finance including internal and external sources such as ADB’s Climate Change Fund and Climate Investment Funds;
- Assists in monitoring progress on ADB’s climate change strategic priorities at corporate level;
- Helps track key global issues on climate change such as agreements under the United Nations Framework Convention on Climate Change.
Support to TA activities
- Assists in preparation and administration of regional technical assistance (TA) including:
- Processing of TAs;
- Consultant selection and recruitment;
- Reviewing consultants' outputs;
- Editing TA manuscripts for circulation or publication;
- Facilitating coordination of technical assistance activities;
- Preparation of TA progress reports, briefing notes, and presentations; and
- Preparation of TA completion reports.
Network and Database management and Knowledge Dissemination
- Facilitates collaboration among relevant ADB staff on climate change related initiatives, events, studies, and knowledge products by helping organize meetings, formal and informal seminars, and workshops of ADB Climate Change Focal Points and other staff or working groups
- Assists in the coordination and maintenance of partnerships with external institutions and agencies, including:
- Preparing ADB responses on external inquiries and invitations;
- Maintaining databases on external network contacts;
- Preparing communications and required documents for ADB participation in key events or meetings;
- Assists in liaising or coordinating with partners;
- Helps maintain climate change website, and databases including information needed for the analysis, evaluation, formulation, and monitoring of information on climate change such as speeches, briefing notes, talking points, and other contents.
- Maintains and updates relevant records in eOperations, Technical Assistance Performance Report (TPR), Technical Assistance Information System (TAIS), and Staff Consultant Systems (SCOS) related to the processing and implementation of sector activities.
- Contributes to the planning and implementation of climate change communications and knowledge sharing activities.
- Disseminates materials and coordinates with sector divisions in the department for exchange of information related to climate change.
Administrative support
- Assists in the preparation and monitoring of the Unit’s annual and three-year work program and budget and corresponding write ups;
- Coordinates the Unit’s inputs to the department’s information system including regular updates to Management.
Others
- Other duties that may be assigned as reflected in the incumbent’s work plan.
Educational Requirements:
- Bachelor's degree in a development-related field, preferably with advanced training in environmental sustainability or any other climate-related field
Relevant Experience And Other Requirements:
Work experience
- At least 6 years relevant experience in climate-related project and research work
