Job Purpose:

Responsible for reviewing submissions for engagement of consulting firms under Executing Agency (EA)-Administered Loan/Grant Consulting Services projects, as well as monitoring the loan consultants recruitment process, assisting in the preparation of periodic statistical reports related to loan consultants, and facilitating/conducting training programs for building up EA capacity in recruiting and managing loan consultants.

Expected Outcomes

Review of Borrower’s Submissions
• Proactively ensures the timely recruitment of loan consultants by borrowers for ADB loan/grant projects in accordance with the procurement plan.
• Responsibilities include reviewing submissions, including but not limited to: (i) Submission 1: Shortlisting of Consulting firms and Request for Proposals (RFP); (ii) Submission 2: Evaluation of Technical Proposals; and (iii) Submission 3: Financial Proposals Evaluation and Overall Ranking of Proposals.
• Based on the review/s, the incumbent will recommend action/s to the project officer concerned and/or Procurement Specialist.

Monitor Loan Consultant Recruitment Process
• By keeping a track record of the Consultant Recruitment Activities Monitoring (CRAM) system and the OSFMD Monitoring Tool, the incumbent identifies delays and bottlenecks in the recruitment of consultants for loan projects.
• Takes immediate action to overcome delay.
• Provides a report with recommended solutions to the project unit officer concerned and/or Procurement Specialist for necessary action.

Liaison with Internal and External Clients
• Communicates with regional departments, through the findings and recommendations in the submission document reviews, on matters relating to loan consultant’s recruitment and assists the officers concerned in preparing communication involving more sensitive issues.

Capacity Development
• Facilitates and conducts training programs for ADB staff and EA officials who are responsible for recruiting loan consultants.

Policy Review
• Participates and contributes to policy reviews and procedural streamlining for engaging loan consultants. Provides assistance in the review and revision of submission forms and other loan consulting services documents.

Develop new IT System
• Participates in the working group for developing new and/or enhancement of IT system/s (e.g., Consultant Management System Phase III, Interactive Request for Proposals, Financial Evaluation Tool, etc.) for automating the loan consultant recruitment process.

Others
• Other duties that may be assigned as reflected in the incumbent’s work plan.

Educational Requirements:

Bachelor's degree in Accounting, Business Administration, Engineering or Law.

Relevant Experience And Other Requirements:

Work experience
• Suitability to undertake the responsibilities mentioned above at the required level.
• At least 8 years experience in loan and grant consulting services.

Technical knowledge
• Highly skilled in dealing with consultants of various organizations, cultures and countries, and the ability and confidence to negotiate with imminent self-employed specialists and senior consulting officers.
• In-depth knowledge of the consulting profession as well as ADB’s policies, guidelines, and practices on engagement and administration of consultants.
• Good working knowledge of ADB-adopted computer applications and familiarity with the existing database management systems and other similar systems.
