This paper proposes that the Board of Directors waive the member country procurement eligibility restrictions applicable to operations financed by the Asian Development Fund (ADF) and to operations financed from ADB-administered cofinancing resources in all cases where (i) ADB administers cofinancing resources for ADF-financed operations, or (ii) ADF resources and a cofinancier’s resources are used to jointly finance individual procurement packages.
