Developing ADB's Energy StrategyADB has initiated a review of its energy policy. The result of the review will be a new strategy to guide ADB energy sector operations. The consultation draft [ PDF: 1010kb | 84 pages ] of the energy strategy has been released, along with Russian [ PDF: 531kb | 42 pages ] and Chinese [ PDF: 297kb | 29 pages ] translations. Comments were received during the 60-day consultation period, which ended on 27 July 2007. Energy consumption in Asia and the Pacific region is projected to increase at a much faster rate than in the rest of the world. This presents the challenge of how to meet the increasing demand for energy in a timely and sustainable way. This is one of many energy issues facing the region today that sets the context for the new ADB energy strategy. The strategy, which will guide ADB's future operations in the energy sector, is expected to address key issues, including:
The strategy is expected to place greater focus on energy security and climate change through promotion of cleaner, more efficient and less polluting sources and technologies, and greater use of indigenous forms of renewable energy. The strategy will address the emerging needs of ADB's developing member countries. Reviews of previous ADB energy sector operations and an analysis of the current energy policy will inform the development of the strategy. ADB's Regional and Sustainable Department (RSDD) is leading the development of the energy strategy. The strategy is being prepared by the ADB Energy Community of Practice, an ADB-wide team of energy specialists. ADB is also committed to receiving and considering input from those outside of ADB who have a stake in the energy strategy. The input and advice of a variety of stakeholders – such as government, civil society, academe, the private sector, and others – is helping to inform the development of the strategy and strengthen its quality and relevance. During the 60-day public consultation process, now concluded, individuals and organizations submitted comments on the consultation draft [ PDF: 1,010kb | 84 pages ] of the energy strategy through an online feedback form. During the public consultation period, ADB held four sub-regional consultation workshops across the Asia and Pacific region to secure feedback on the draft strategy. The energy strategy will incorporate findings from an independent evaluation of ADB's current energy policy conducted by ADB's Operations Evaluation Department (OED). OED operates independently of ADB management and reports directly to the Board of Directors, which ensures that its evaluations are independent. Inquiries, Suggestions, and Feedback ADB received inquiries, suggestions, and feedback related to the energy strategy through 27 July 2007. The energy strategy website serves as a clearinghouse for key documents and updates on the energy strategy.
