The Learning Resource Center (LRC) is a “one-stop shop” for knowledge on the Greater Mekong Subregion (GMS). It also provides information on ADB activities in Cambodia. The LRC houses a library (consisting of print and electronic information), an internet facility and videoconference equipment through which Phnom Penh Plan (PPP) conducts learning programs and development management dialogues among GMS countries.

The PPP Learning Resource Center (LRC) was formally opened at the premises of the ADB Cambodia Resident Mission in Phnom Penh on 8 December 2004.
