Urban Development Mission Visits Kazakhstan
The mission met with Mr. Krymbek Kusherbayev, Governor of Kyzylorda Region, other government officials, and development partners to discuss the preparations for ADB's technical assistance for integrated urban development in Kyzylorda Region, and other opportunities in urban sector. They also met with the Almaty city administration and Almaty Development Center to discuss potential urban projects under the CAREC program for the Almaty-Bishkek Economic Corridor Initiative.
Annual Portfolio Review Meeting
ADB and Ministry of National Economy held an annual portfolio review meeting to discuss the performance of the country portfolio in 2015, cross-sectoral issues, and measures to address them. Representatives of executing and implementing agencies participated in the meeting.
District Heating Conference Held in Astana
On 14-15 April, ADB and Kazakhstan's Ministry of National Economy organized a conference in Astana to discuss the country's district heating challenges and ways to address them. About 80 policy makers, representatives of development institutions, regional governments and district heating business operators participated in the event. Kazakhstan faces tremendous challenges in reconstructing and modernizing energy infrastructure, not only for electricity but also for heating. ADB, along with other development partners, recognizes these challenges and is ready to provide assistance and explore innovative mechanism to financing these projects.
Workshop on Accrual Budgeting held in Astana
Around 20 representatives of the Ministry of Finance attended a workshop on accrual budgeting to discuss results of the inception phase of studies related to introduction of accrual budgeting on 21 January in Astana. The studies are supported under the Joint Government of Kazakhstan and ADB Knowledge and Experience Exchange Program in close coordination with IMF. The workshop was followed by a meeting with Finance Vice-Minister Ruslan Dalenov and IMF Regional Advisor John Zohrab.
ADB meets with Governor of Aktobe region
On 23 November, Country Director Jinlin Yang met with Governor of Aktobe region Berdybek Saparbayev in Astana. The Governor thanked ADB for envisaged support to the reconstruction of Aktobe-Makat road and requested for a wider scope of cooperation. ADB expressed willingness to support the region's development subject to reaching an agreement with the central government on the financing model.
Loan accounting and servicing workshop held in Kazakhstan
On 17-18 November a workshop on ADB's loan features, loan accounting and servicing (LAS) practices and procedures, and use of LAS website was held in Astana. The representatives of Ministry of Finance, executing and implementing agencies, and ADB resident mission staff participated in the workshop.
ADB support to women entrepreneurs in Kazakhstan
During the midterm review of the Kazakhstan: Small and Medium Enterprises Investment Program (Tranche 2), the ADB project team visited beneficiaries and found the women entrepreneurs to have challenged stereotypes traditionally linked to women-led SMEs. These women entrepreneurs have been expanding medical centers, providing legal notary services, importing shoes and apparel, running a stationery and printing shop with state-of-the-art digital equipment, and managing a network of preschools to meet market demand. SMEs are diversifying the economy, creating new jobs and opening new frontiers for women.
One-day forum on CSO participation held in Astana
A one-day forum on effective engagement of civil society organizations (CSOs) and NGOs in Kazakhstan was held on 24 August 2015 in Astana. The main objective of the workshop was to enhance knowledge of CSO representatives about ADB's procurement processes, and find opportunities for cooperating with ADB. The forum was opened by Jinlin Yang, Country Director of Kazakhstan Resident Mission, and facilitated by Asem Chakenova.
A session on ADB's procurement processes was presented by Mart Khaltapurev, Principal Procurement Specialist from Uzbekistan Resident Mission. The forum provided opportunities for CSO representatives to learn various ways to monitor ADB-financed projects, in the context of implementing ADB's Safeguard Policy Statement. Through video conference, Haidy Ear-Dupuy and Minnie Dacanay of ADB's NGO and Civil Society Center, made a presentation about ADB's policy on engaging CSOs and other NGOs for better development results. Several concerns were also raised about ADB projects in Kazakhstan which were noted by the training facilitators. ADB assured participants that appropriate action will be taken up on the issues raised.
Annual Country Portfolio Review Meeting
On 22 July, ADB jointly with the Ministry of National Economy held an Annual Portfolio Review meeting to discuss the performance of the country portfolio in 2014 and the first half of 2015, cross-sectoral issues identified in project processing and implementation, and measures to address them. Representatives of Kazakhstan’s Ministry of Finance, Ministry of Investment and Development, and Entrepreneurship Development Fund Damu attended the meeting.
Workshop on Economics of Climate Change
On 16 July, a national workshop to discuss the findings of the report prepared under the ADB-funded regional technical assistance on Economics of Climate Change in Central and West Asia was held in Astana. The government officials, development partners and NGOs exchanged views on the cost and benefits of greenhouse gases emission mitigation measures in energy and transport sectors. The participants also discussed the mechanisms of attracting international investments to low carbon project development.
