    ADB Kazakhstan Resident Mission Holds Tripartite Portfolio Review Meeting

    On 9 December 2014, ADB Kazakhstan Resident Mission (KARM) held a Tripartite Portfolio Review meeting with the officials from Kazakhstan’s Ministry of Finance and executing and implementing agencies of ADB-financed projects to evaluate overall progress against the country portfolio and project performance targets, discuss project issues, and agree on measures to address them. KARM Country Director Jinlin Yang gave the opening remarks.

    Meeting Held on Land Acquisition and Resettlement

    The first meeting of the country working group established to provide guidance on mainstreaming land acquisition and resettlement was held on 25 November 2014 in Astana. Representatives of state agencies, civil society, valuation association, and international financial institutions discussed the challenges in planning and implementing land acquisition and resettlement safeguards.

    Technical Workshop on Services Sector Development as an Engine for Diversified Economic Growth

    The first technical workshop on the Services Sector Development as an Engine for Diversified Economic Growth, a study conducted under the ADB-Kazakhstan Joint Knowledge Experience and Exchange Program, took place on 11-12 November 2014 in Astana. Participants included officials from the Ministry of National Economy, the Statistical Committee of the Republic of Kazakhstan, and staff from ADB's Economics and Research Department. The workshop discussed the preliminary findings from the first three background papers of the study.

    Loan Agreement for Small and Medium Enterprises Support Signed in Astana

    Officer in charge of Kazakhstan Asel Chyngysheva and Chairperson of Damu Entrepreneurship Development Fund's Management Board Lyazzat Ibragimova signed the loan agreement for $122 million to support small and medium enterprises (SMEs) in Kazakhstan. The project will focus on lending to businesses located outside of big cities and women entrepreneurs. Read the news release.

    Capacity Building Support for Safeguards and Grievance Management

    Under the regional technical assistance project, Strengthening and Use of Country Safeguard Sytems: Community Consultation and Grievance Redress Mechanisms, a series of training programs started in Almaty on 15 October. An estimated 110 participants including communities are expected to benefit from the program to be held in different oblasts from October to November 2014. An information brochure on the grievance redress mechanism will be distributed to the participants.

    CAREC-supported Customs Risk Management Workshop

    A three day Customs Risk Management/Assessment Workshop aimed at aligning the customs trade facilitation measures with best practices was held in Astana from 14 to 16 October. 64 customs officials from Kazakhstan attended the workshop to enhance their capacity to modernize the risk management techniques. Gosman Amrin, Chairman of the Customs Control Committee and Asel Chyngysheva, Officer-in-charge of ADB Kazakhstan Resident Mission gave opening remarks.

    Second Resettlement Training for the Road Sector held in Southern Kazakhstan

    Under the regional technical assistance project, Mainstreaming Land Acquisition and Resettlement Safeguards in the Central and West Asia Region, ADB organized a 3-day seminar in Taraz, South Kazakhstan from 30 September to October 2. Participants included representatives from the executing and implementing agencies, nongovernmental organizations, local government officials, and project management and supervision consultants. The training sessions covered ADB's safeguard policy statement, implementation experience, grievance management, discussions of the national law, and institutional capacity and processes. In addition to the presentations by the technical assistance consultants, the workshop also included case studies, group work, and presentation of recommendations from the participants.

    Training on land acquisition and resettlement held in Astana

    On 8-9 July 2014, ADB organized a training workshop on implementing land acquisition and resettlement safeguards for over 20 government officials and consultants of Kazakhstan that are involved in land acquisition activities in the transport sector. The training provided the participants with an orientation on ADB’s resettlement principles, national laws, and practical approaches for addressing resettlement in the transport sector. It compared ADB's and the government's land acquisition and resettlement policies and practices, and also discussed land valuation principles and methodology. The activity was held under an ADB-funded regional technical assistance project.

    ADB and Kazakh Government discuss industrial diversification at Astana Economic Forum

    ADB’s Economic Research Department Advisor Jesus Felipe made a presentation on Kazakhstan's potential to become a modern industrial and service economy. Organized by the Ministry of Economy and Budget Planning and the Economic Research Institute, the special session at the Astana Economic Forum included opening remarks by ADB Governor and Minister of Economy and Budget Planning Erbolat Dossaev. Over 100 participants from the government, international organizations, and media attended the event.     ADB Vice-President visits Kazakhstan

    ADB Vice-President Wencai Zhang visited Kazakhstan on 31 March to 1 April to discuss ADB’s work in the country. He met with Head of President's Office Karim Massimov, Deputy Prime Minister and Minister of Finance Bakhyt Sultanov, Economy and Budget Planning Minister and Chair of ADB Board of Governors Erbolat Dossaev, and other high-level officials of Kazakhstan. Vice-President Zhang reiterated ADB's strong commitment in supporting the implementation of Kazakhstan's 2050 Strategy. Zhang visited two enterprises funded under ADB's Small and Medium Enterprises Support Program. He was also briefed on preparations and visited venues for the 47th Annual Meeting of the ADB Board of Governors in Astana on 2 to 5 May.

    Tripartite portfolio review meeting

    ADB Kazakhstan Resident Mission conducted a Tripartite Portfolio Review meeting to evaluate overall progress against the country portfolio and project performance targets, and discuss project-specific issues and the necessary measures to address them. The representatives of Kazakhstan’s Ministry of Economy and Budget Planning, Ministry of Finance, Ministry of Transport and Communication, and Entrepreneurship Development Fund Damu attended the meeting.

    Regional seminar on Risk Management and Internal Controls held in Almaty

    As part of ADB’s ongoing support to help strengthen the capacity of financial sector supervisors and regulators, ADB arranged a seminar on Risk Management and Internal Controls on 3-7 February 2014 in Almaty. The seminar was hosted by the National Bank of Kazakhstan. During the 5-day seminar, thirty participants from central banks and ministries of finance from eight countries in the region - Afghanistan, Armenia, Georgia, Kyrgyz Republic, Pakistan, Tajikistan, Uzbekistan, and Kazakhstan - engaged in interactive group sessions, exchanged experiences, and networked.

    ADB Vice-President visits Kazakhstan

    ADB Vice-President for Administration and Corporate Management Bruce Davis met with Economy and Budget Planning Minister Erbolat Dossaev, who is also ADB Governor for Kazakhstan, and other high-level officials on 29 January 2014 to discuss preparations for the 47th Annual Meeting in Astana on 2-5 May 2014. Vice-President Davis highlighted the long-standing ADB-Kazakhstan partnership and announced the signing of a sustainability agreement for the Annual Meeting in a live interview on the national television channel. He also met with Damu Fund to discuss ADB's Small and Medium Enterprises Support Program and visited project sites and the Annual Meeting venues.
