Establishment of a Resident Mission in Timor-Leste

This paper proposes to establish a resident mission in Timor-Leste. This is only renaming of the existing office in Timor-Leste from the Special Office in Timor-Leste (SOTL) to the Timor-Leste Resident Mission. The current name is no longer relevant considering that SOTL is already carrying out the full range of functions expected of a small resident mission.
