E. Private Sector Operations

47. With its dynamism, Malaysia’s private sector has traditionally had excellent access to international financial markets over the years. Accordingly, little interest has been shown by Malaysian entrepreneurs in ADB’s assistance modalities for the private sector. Equally, ADB has preferred focusing on improvement of the policy environment for private sector led development in the country, with the provision of technical assistance and staff studies. The objective is to assist in developing the regulatory framework for private sector provided infrastructure and identify innovative mechanisms for infrastructure financing. If ADB assistance is required in the aftermath of the crisis or if access to commercial funds becomes too onerous for Malaysia, ADB could consider using its assistance modalities for the private sector, including instruments such as provision of partial risk guarantee.
