PRC: Gansu Roads Development Project
Resettlement Plan
The proposed Gansu Roads Development Project in the People's Republic of China aims to promote economic growth and reduce poverty in eastern Gansu Province by lowering the cost of transport, relieving traffic congestion, and improving access in the project area. The Project will be implemented by the Gansu Provincial Communications Department and will construct a 231 km, four-lane access-controlled toll expressway from Luohandong to Dingxi, including access roads, interchanges with toll stations, tunnels, bridges, administrative stations, and service areas; and upgrade 470 km of local roads to improve access to poor remote areas.
The Project expressway will affect five counties—Jingchuan, Kongtong, and Jingning counties in Pingliang City, Huining County in Baiyin City, and Anding District in Dingxi City, requiring 1,150 ha of land, 63% of which is farmland. Land acquisition is estimated to affect 13,150 people. About 52,600 square meters of houses will be demolished, necessitating relocation of 2,350 people. All displaced households can be relocated a short distance to another site within their original village. During route selection, adjustments were made to minimize impacts on farmland and housing. Consequently, the adverse impact of the Project is relatively small and localized. The local road component may involve about 100 hectares for land acquisition, affecting about 1,600 people.
The Gansu Provincial Communications Department prepared this resettlement plan to address the involuntary resettlement impacts of the Project.
