This is the ninth annual report on the Asian Development Bank's (ADB) portfolio performance—the Annual Report on 2009 Portfolio Performance (2009 ARPP)—prepared by the Independent Evaluation Department (IED). Historically, the main purpose of the ARPP has been to report annually on the performance of ADB assistance under implementation, with focus on the current year. Also, analysis of ADB approvals in the current year is provided, since this has a bearing on the current and future portfolio. The data for this report come mainly from the Central Operations Services Office and the Controller’s Department reports, and have been traditionally available under four headings: sovereign loans, grants, technical assistance (TA) and nonsovereign operations (NSOs). While this data classification served to describe ADB assistance adequately in past years, it is less so now, given the considerable diversification taken place in ADB’s assistance modalities and grant funds. Some changes that have taken place are as follows: (i) since 2005, the Asian Development Fund (ADF) grant assistance for projects and programs; (ii) during 2005–2007, grant emergency lending for the tsunami and earthquakes (14% of total grants); (iii) since 2001, a significant increase in bilateral grant funds (a third of total grants); (iv) since 2005, multitranche financing facility (MFF) financing of projects; and (v) in 2008 and 2009, the countercyclical support facility (CSF) in response to the global crisis. Consequently, the portfolio composition has become complex and difficult to report on readily based on the current data classification, which is focused mainly on sovereign loans. IED therefore considers that the data base may need to be improved and adapted to the changing portfolio profile to enable a more informed portfolio performance assessment.
