This annual report on loan and technical assistance portfolio performance replaces the previous semiannual report. The shift to an annual reporting cycle coincides with a change in responsibility for report preparation, which now rests with the Operations Evaluation Department (OED). This move is consistent with the medium-term strategy (2001–2005)1 of the Asian Development Bank (ADB) under which OED is expected to complement its postevaluation function with activities at earlier stages of the project cycle, such as regular portfolio evaluation reviews related to ADB’s lending, technical assistance (TA), and other products and services.

Over time, OED intends to make the annual report more evaluative and less a compilation of statistics. It will focus more on lessons learned, practical recommendations for improving portfolio performance, and analysis of the progress made on country-level portfolio action plans. OED also expects to provide input for the performance-based allocation of Asian Development Fund (ADF) resources. This report is a first step toward the new focus.

The Central Operations Services Office (COSO) continues to be responsible for the production of statistics on portfolio performance and prepares quarterly portfolio updates. Unless otherwise noted, the data in this report was provided by COSO and is as of 31 December 2001. Most was previously circulated to the Development Effectiveness Committee of the Board of Directors in the Quarterly Portfolio Update as of 31 December 2001. Where data from various sources was not consistent, COSO data has been used.
