The East–West highway in Azerbaijan that links Baku, the capital, to the Georgian border is about 500 kilometers (km) and is one of the country’s transport links to the western region and external trade. Based on road condition data at appraisal, 61% of the highway required rehabilitation due to lack of maintenance and vehicle axle overloading, resulting in high transport costs and accidents. High transportation costs constituted major impediments to economic growth and private sector development.

The project aimed to increase traffic and improve quality and efficiency of transport on the highway and in selected local roads covered by the project. In the long term, it is expected to accelerate socioeconomic development in six areas in west Azerbaijan, with a total population of 702,400, and also to enhance cooperation between Azerbaijan and the other countries in the region.
