ONGOING EVALUATION. This report aims to validate findings and assessments of the final review, including relevance of the strategic focus of the country portfolio in Bhutan; and identify lessons and recommendations to improve design and implementation of ADB-supported activities in the upcoming CPS period covering 2014-2018.

This validation report will be prepared in accordance with the Guidelines on Preparation of the CPS Final Review Validation Reports, issued by IED in February 2011. The validation will cover approved, ongoing, and completed projects and programs between 2010 and 2013.

The validation report will have three chapters:

  1. Context (validation purposes and procedures, country development context and government plans, and summary of priorities and roles of other development partners);
  2. Validation of the Final Review Report (assessment of performance using a sectoral and thematic approach in terms of how it contributed to achieve the three objectives of broad-based growth, socially inclusive growth, and good governance around the six criteria  with an assessment of ADB and Borrower performance; overall assessment, lessons and recommendations); and
  3. Assessment of Quality of Final Review.
