At the Millennium Summit in September 2000, 147 heads of state and Government adopted the Millennium Declaration and reaffirmed their commitment to working toward a world in which sustaining development and eliminating poverty would have the highest priority. The declaration led to the formulation of a concise set of goals, numerical targets and quantifiable Indicators--the Millennium Development Goals (MDGs)--that focus the efforts of the world community on achieving significant, measurable improvement in people's lives.

At the Monterrey Conference in March 2002, multilateral development banks, including the Asian Development Bank (ADB) reached a consensus to relate their long-term strategic frameworks to the MDGs and to examine how MDGs could be reflected in country strategies and programs. This report presents ADB's first steps in this direction with regard to its Pacific developing member countries.
