Roundtable Meeting of Chief Justices and Ministers of Justice

Introduction

25 August 1997, the Asian Development Bank convened a Roundtable Meeting of Chief Justices and Ministers of Justice from more than twenty of the Bank's member countries, as well as several observer countries, to initiate a discussion and dialogue on the contours of legal and judicial reform as Asia enters the 21st century. Chief Justices and Ministers or their designated senior deputies attended the gathering from Australia, Bangladesh, People's Republic of China, Hong Kong, China, India, Indonesia, Kiribati, Kyrgyz Republic, Marshall Islands, Malaysia, Mongolia, Myanmar, Nepal, New Zealand, Pakistan, Philippines, Samoa, Sri Lanka, Tonga, United States, Uzbekistan, and Viet Nam.

The Roundtable Meeting addressed the subject of "Legal and Judicial Reform in Asia: Agenda for the New Millennium". It considered emerging trends in legal and judicial reform within the Asia-Pacific region and programming by the Asian Development Bank and other international donors in support of those efforts.

This publication brings together the presentations made and discussions held during the Roundtable Meeting. It may, however, be unable fully to convey the strong sense of shared commitment to strengthening legal and judicial institutions expressed by many participants, and the equally strong desire for more frequent and intensive opportunities for regional dialogue among senior judges and ministers responsible for law and adjudication throughout the region.

Included in this publication are also the texts of country statements prepared and distributed by participants from People's Republic of China, Mongolia, Myanmar and Nepal.

The views expressed by justices and ministers in the panel discussions and in the country statements represent the views of those speaking and should not be taken as an expression of the views of the Asian Development Bank.
