Emerging Trends and Issues in Legal and Judicial Reform in Development Bank

For most of you, this is your first visit to the Asian Development Bank. As noted by Vice-President Uhel, the Bank is an institution owned by its member countries and created to serve the development needs of its developing member countries, of which you serve as senior judicial and legal officers.

The Asian Development Bank has been involved with project-related legal issues in its developing member countries (known at the Bank as "DMCs") since the Bank's inception 30 years ago. It is, however, the significant expansion in the past several years of the Bank's work on legal issues affecting its DMCs which has resulted in our convening this Roundtable Meeting. Our purpose is to consider the emerging trends in legal and judicial reform in the region and to assess the directions in which the Bank's Law and Development programming is evolving in response to those trends.

You represent the most eminent grouping of legal and judicial officials ever to grace the halls of this institution, and we are grateful for your presence today.
