An Introduction to Project DIAL

The Aims of Project DIAL

Project DIAL (Development of the Internet for Asian Law) is a feasibility study for the Asian Development Bank of the potential use of the internet to assist those involved in the development of legislation in the developing member countries (DMCs) of the Bank. Some of the Project DIAL prototype's facilities are also available for free use by anyone who has access to the Internet's world-wide-web.

Project DIAL provides 3 methods of assistance:

  • An easy means of finding and accessing all of the legislative resources already on the Internet, even though they are located in different countries (DIAL Index).

  • A facility for 'one-stop' searching of the full texts of selected legislative resources on the Internet, even though they are located in different countries (DIAL Search).

  • An e-mail facility for Authorised Users to obtain guidance on research and resources in development law from Panelists and other Authorised Users (DIALogue).

The current version is only a prototype, and does not involve any commitment by the Bank to any choice of provider or type of facility for the future development of Project DIAL.

The prototype is available for use by anyone who has access to the Internet's world-wide-web, at the address above. Access to the Project DIAL prototype is free.

DIAL Index

The DIAL Index aims to provide effective access through the Internet's world-wide-web to those legislative resources already on the web, so as to facilitate comparisons with legal materials from other countries. These legislative resources are indexed by subject matter ('Development Law Subjects'), and by the type of materials ('Legislation', 'Parliaments' and 'Law Reform').

Each Index entry is a 'link', taking the user directly to the resource located elsewhere on the Internet. Some links are direct links to specific statutes or legislative indexes. Some links cause pre-stored searches over every word on legislation databases, either on sites that have their own search engines or over legislation in the 'DIAL Search' facility.

The end result is an extensive set of links and searches on each subject matter, giving users access to a wide range of comparable legislative resources in many countries.

DIAL Search

DIAL Search is a facility for 'one stop' remote searching of the full text of selected legislation sites on the Internet. Searching is simple, involving the two easy steps shown below.

DIAL Search

DIAL Search is Project DIAL's facility for searching the full text of selected legislation from many countries. Legislation from eight countries is included now, and more is being added.

Step 1 - Choose your Search Method:

Simple Search

Leave the Search Method as 'Simple Search' unless you are skilled at search logic. If you understand boolean searching (using 'and' 'or' etc), change it to 'Advanced Search'

Step 2 - Enter your search terms and then select 'search':

For Simple Searches, just type in one or more key words - see Simple Search Tips & Examples. To improve your Advanced Searches, see Advanced Search Tips & Examples. DIAL Search uses a 'web spider' or 'robot' to create an index of every word located on remote legislation sites, and provides a uniform search mechanism across all of these sites.

The DIAL Index and DIAL Search facilities are closely inter-related in two ways:

  • the DIAL Index is used to 'target' the web spider, to select sites which need to be indexed, and direct the web spider to them;

  • embedded searches in the DIAL Index cause searches for specific pre-defined subject matter using DIAL Search.

DIAL Search means that users can search legal resources across the Internet without the 'noise' of non-legal materials found on more general Internet search engines.

DIALogue

DIALogue is an e-mail based facility by which authorised users in DMCs (principally those officials involved with legislation) may obtain some level of free guidance from (or make contact with) panelists on particular subjects, as well as possibly obtaining guidance from other users of the facility.

Welcome to DIALogue, Project DIAL's electronic mail facility for communications between DIALogue Panelists and Authorised Users.

Three steps to use DIALogue

  • Choose to whom you wish to send your message.

  • Compose the text of your message in the box below.

  • Send your message.

Access to DIALogue is restricted to Authorised Users such as those officials involved with legislation in DMCs, legal officers of the Asian Development Bank, and selected legal panelists (the DIALogue Panels) in the subject areas where assistance is most needed by DMC Authorised Users.

Authorised users of DIALogue use an online form to choose to send electronic mail to their selections of Panelists and other Authorised Users, or to the LAW-DEV public subscription e-mail list as well.

DIALogue Panel members will provide some basic level of guidance (such as brief statements of general principles, where to find resources, which country's legislation is worth considering, other people to contact, etc). Authorised Users may also provide some level of useful guidance to their fellow users.
