Gender and Post-Conflict Reconstruction

Purpose

Post-conflict reconstruction remains a challenge for international donors including the ADB. The objective is to create security -- including territorial, economic, legal and personal human security -- through political and social reordering. It offers a pivotal moment for establishing the stability and climate needed to encourage economic investment for state and society-building. However, in the reconstruction process, important interests and priorities can be overlooked.

Objectives

This seminar will introduce ADB staff to the range of gender issues that can arise in the various stages of post-conflict reconstruction. Through case studies from several of ADB's DMCs, the seminar will consider the following issues:

  • How can women's voices be integrated in peace negotiations and institution-building in post-conflict settings?
  • How can women's voices be integrated in the allocation of resources and monitoring of development projects in these settings?
  • How can human rights and human security issues be integrated in transitional justice and development processes in these settings?

Target Participants

This is an in in-house seminar for all interested ADB staff and the six GAD Specialists from Bangladesh, Indonesia, Nepal, Pakistan, Uzbekistan and Vietnam together.

  • Dr. Patricia Licuanan, President of Miriam College in the Philippines and former Chairperson of the UN Fourth World Conference on Women in Beijing
  • Dr. Savitri Goonesekere, Senior Professor of Law and former Vice-Chancellor of the University of Colombo, and member of the UN Expert Committee on the Elimination of All Forms of Discrimination Against Women
