Regional Workshop for RETA 5948: Combating Trafficking of Women and Children in South Asia

Post Workshop Statement

On 27-29 May 2002, a Regional Workshop on Combating Trafficking Women and Children in South Asia was held at the ADB Headquarters in Manila, Philippines. Representatives from the Government, nongovernmental organizations, and donor agencies from Bangladesh, India, and Nepal participated in the Workshop. The resource persons from Thailand and Manila provided cross-regional perspectives to the discussions.

The Workshop explored specific links between ADB-supported poverty reduction and regional cooperation programs and anti-trafficking initiatives carried out by public and private sector partners in the region. It also provided a timely venue for participants to discuss the follow-up actions to the recently signed South Asian Association for Regional Cooperation (SAARC) Convention on Preventing and Combating Trafficking in Women and Children for Prostitution.

Purpose

As the culmination of the ten-month long activities of the Regional Technical Assistance, the Regional Workshop will bring together key stakeholders in the three countries in South Asia (India, Bangladesh, and Nepal) and participants from the Greater Mekong Subregion and Manila to discuss the key findings and recommendations of the various reports produced under the RETA. The discussion is also applicable to the participants outside the South Asia Region.

Objectives

  • to discuss the findings of the three RETA Country Papers, Regional Legal Paper, Sector Guidelines, and Regional Synthesis Papers
  • to establish the conceptual and empirical linkages between anti-trafficking operations and broader poverty reduction programs
  • to share knowledge, experience, and good practices in combating trafficking within the South Asia Region and across the regions in Asia
  • to strengthen partnership and build future collaborative mechanism to combat trafficking among participants at the Regional Workshop
  • to carry out field visits to governments and civil society organizations working to combat trafficking and promote safe migration based in Manila
  • to develop practical recommendations for ADB on how to address trafficking concerns in its infrastructure and poverty reduction programs as well as regional policy dialogue

  • Revised Regional Synthesis Report and other accompanying reports
  • Proceedings of the Workshop

Target Participants

  • Selected high-ranking Government officials and NGOs of the 3 Participating DMCs (Nepal, Bangladesh, and India) - Ministries include women, home, labor, local government, social welfare, overseas employment, etc.
  • Donors in South Asia and Manila
  • All interested ADB staff, especially those working in regional cooperation, governance, infrastructure, rural development, women and child development, and social protection
  • Other self-financed participants are welcome to contact the Workshop Secretariat
