4th Anti-Corruption Action Plan Steering Group Meeting and 4th ADB-OECD Conference on Combating Corruption in the Asia-Pacific Region
A meeting and conference organized jointly by Asian Development Bank and Organisation for Economic Co-operation and Development (OECD)
Kuala Lumpur, Malaysia: 1-5 December 2003



Purpose

The meeting will bring together the 20 countries that have endorsed the Action Plan, discuss the project and stocktaking reports and prepare the dissemination of experience and practices contained in the reports to a larger audience at the conference. Furthermore, the meeting of the Steering Group will prepare the Initiative's work plan for the coming 12 months.

The conference will provide an opportunity to the participating countries to learn from each other's experience in implementing the Action Plan, develop concrete tools to further combat corruption in key areas that are of particular importance for the region, and strengthen the partnership between Governments and non-governmental actors in the region and in the world.

Objectives

At the end of the meeting and the conference, participants will have:

  • discussed the project and stocktaking reports
  • prepared the dissemination of experience and practices contained in the reports to a larger audience at the conference
  • deliberated on the next steps to be taken in the framework of the Initiative to further combat corruption in the region
  • provided advice and assistance to endorsing countries that have not yet identified and submitted their priority areas of reform
  • learned from each other's experience in the implementation of the Action Plan
  • developed concrete tools to further combat corruption
  • strengthened the partnership between Governments and non-governmental actors in the region and in the world

Expected Outputs

  • progress report on project and stocktaking reports
  • comprehensive overview of anti-corruption projects of endorsing countries, and
  • strategy of work for the Initiative and its participating countries to further combat corruption in the region

Target Participants

Participants will include:

  • the national contact from countries that have endorsed the Action Plan since the Tokyo Conference in November 2001
  • members of the Advisory Group to the Steering Group
  • representatives of relevant international institutions interested in supporting the Action Plan implementation process
  • Government representatives from other countries of the Asia and Pacific region, and
  • members of non-government organizations and civil society engaged in anti-corruption activities in the region
