Training Workshop in River Basin Management and Organizations for Mid-career Water Professionals from South Asia

The 1992 Dublin Conference referred to the need to manage water resources at the lowest appropriate level. This has become one of the basic principles underpinning the Integrated Water Resource Management (IWRM) approach.
IWRM is a process that promotes the coordinated planning, development and management of water, land and related resources in order to maximize the resultant economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems.
One of the targets set by the World Summit on Sustainable Development (WSSD) is for all countries to put in place an IWRM approach for managing their water-otherwise referred to as the IWRM plan-- by 2005.
IWRM is actually a process, and in order to prepare a plan, the key elements of IWRM must be integrated into the overall water resource management, from the central government down to the grassroots level.

The training helped officials and professionals from government and non-government organizations in Asia to
- understand the concepts and principles of river basin management
- evaluate the priorities and phases in establishing effective river basin organizations
- investigate strategies and solutions applicable to the situation in their parent organization and country

The training was designed for middle to senior level officials with at least 15 years of experience, who are engaged in water resources management, and have influence in the water and sanitation sector.
ADB and NARBO sponsored up to 27 participants to attend the workshop. The expected breakdown of participants is as follows-- Bangladesh (5), India (5), Pakistan (5), Sri Lanka (5), Nepal (5) and Bhutan (2).
Participants were willing to promote and pursue the development of effective river basin organizations for managing the water resources in their respective organizations or countries.
Participants from NARBO member organizations received priority for acceptance to the workshop and for sponsorship for travel, accommodation and per diem and incidental expenses.
