Guidelines to Avoid Conflict of Interest in Independent Evaluations

To fulfill its mission effectively, the Independent Evaluation Department (IED) of the Asian Development Bank must develop and sustain a reputation for excellence by following the principles of independence, impartiality, and integrity. IED evaluations must be—and must be perceived to be—independent, impartial, and devoid of any conflict of interest. The Evaluation Policy follows internationally accepted criteria for assessing the independence of evaluation and audit functions. These include: (i) behavioral autonomy, (ii) organizational independence, (iii) insulation from external influence, and (iv) avoidance of conflicts of interest.
