ONGOING EVALUATION. The ADB approved the Decentralized Health Services Project for $65 million and a technical assistance of $1 million on 14 December 2000.It aimed to improve the health status of the population in the project areas. Its objectives were to improve health and family planning services, and to have guaranteed access of the poor to essential health and family planning services.

This project performance evaluation aims to assess the project’s performance and the factors affecting it. It will identify any other impacts of the projects, including those pertaining to communities, environment, and local institutions. The evaluation will look at a number of issues such as appropriateness of design in terms of scope, implementation area, and safeguarding; incremental impact of the project on service utilization and disease burden; an economic analysis of project impacts; and an assessment of the potential for sustainability.
