The project steering committee will be composed of 1 senior representative each from SCRI (Chair), the Ministry of Education from Mingechevir (Deputy), and the Implementing Agency; 3 representatives from the IDP community; and 2 parent representatives from the rehabilitated schools.

Scope

The project will target the poor and low-income groups in selected Ger housing areas of the three cities covered under part B of Loan 1847-MON: Housing Finance Sector Loan, and eight aimag centers in eastern and central Mongolia under the Integrated Urban Services for Secondary Towns Loan. The cities are Baruun-Urt, Choibalsan, Choir, Dalanzadgad, Darkhan, Mandalgovi, Ondorkhaan, Sainshand, Tsetserleg, Ulaanbaatar, and Zuunmod.

Objectives

Overall Objective

Integrate IDPs into the host population in ways that will help them improve their quality of life and economic opportunities, and that will also benefit poor non-IDPs within the same community, thereby reducing social conflict.

Project Purpose

Put in place replicable and effective techniques, and appropriate institutional arrangements for assisting IDPs to improve their shelter, education, and livelihood circumstances involving partnerships between central and local governments, NGOs, and the beneficiary communities.

Expected Output

  • Demonstrate the viability of a participatory, community-based approach to poverty reduction that reduces potential conflict between IDPs and non-IDPs.
  • Provide housing and physical infrastructure services needed by the IDPs.
  • Rehabilitate schools and other social infrastructure needed by both communities.
  • Enhance livelihoods by supporting the establishment and financing of small and medium enterprises, and relocation to settlement areas with economic opportunities.

Main Project Components and Activities

  • Improved housing and associated neighborhood services for IDPs
  • Rehabilitation of schools and other social facilities through community-based initiatives involving both IDPs and non-IDPs
  • Support to livelihood improvement by providing microfinance and other enterprise support
  • Strengthening of institutional supports for community renewal and regeneration
  • Project management and impact assessment
