Executing Agency

Ministry of Rural Development (MRD)

Implementing Agency

International, national, and provincial NGOs will be contracted as implementing agencies for day-to-day project management at the provincial level. They will work closely with CBOs, MRD, the coordinating NGO, line ministries, and local authorities.

Coordinating Body/ Steering Committee/ Project Advisory Board

An international NGO working through local NGOs will be selected as the coordinating agency responsible for project coordination, overall operational guidance, grant management, technical back-stopping, conflicts resolution, and reporting to the Government and ADB.

Scope

The project will target female-headed households, war widows, disabled, and displaced soldiers in Battambang, Banteay, Meanchey, Oddar Meanchey, and Siem Reap. Their families and children will indirectly benefit from the increased household income and the renewed trust and confidence of the traumatized members of the families. The poor will be identified based on the household's food security, material assets, or economic variables.

Objectives

Overall Objective

Reduce rural poverty on a sustainable basis in the four rural north-western provinces that have been recently affected by war.

Project Purpose

Enable the most vulnerable groups to participate in village development and access services.

Expected Output

  • Improved food security among the target groups
  • Improved livelihood skills among the target groups
  • Confidence building and counseling

Main Project Components and Activities

  • livelihood activities and production support for income generation
  • community-based conflict resolution through skills training and capacity building at the beneficiary level

NGO Cooperation

International, national and local NGOs

  • CARE Japan (through CARE Cambodia) has expressed interest to serve as the Coordinating Body.
  • Australian Volunteers is interested in capacity building of local NGOs for trauma counseling.
