An interagency steering committee will oversee project implementation and will comprise representatives from Presidential Commission on Flagship Programs and Projects, the implementing nongovernment organization (NGO), NGO the supporting NGOs, peoples' organizations (POs), the originating and receiving local government units (LGUs), and the National Housing Authority.

Scope

The integrated urban development project will pilot-test a community-based, self-help approach to resettle two urban poor communities (Buli and Cupang in Muntinlupa) composed of 567 families out of an estimated 9,000 households who live in hazardous conditions along the rights-of-way of the Philippine National Railway.

The Project will procure and develop a property of at least 3 hectares to accommodate the affected urban poor families. The project is scheduled for completion in 2002.

Objectives

Overall Objective

Demonstrate an integrated relocation program for vulnerable communities affected by national Government projects.

Project Purpose

Assist the City of Muntinlupa to develop and implement an integrated off-city, off-site relocation project for two barangays.

Expected Output

An integrated participatory off-site, off-city relocation plan; Land acquisition including security of land tenure for 567 families; Integrated development-economic, education, health and environment; Participation and governance; and Replication

Main Project Components and Activities

The scope of the Project includes

  • identifying and selecting a suitable resettlement site acceptable to the communities to be relocated
  • providing bridge financing for the purchase of at least 3 hectares of land that can accommodate 567 urban poor families
  • establishing a cooperative working relationship and implementation structure for the staff of NGOs, POs, and LGUs, in the originating and receiving cities
  • enabling the community to avoid potential economic dislocation by providing a range of livelihood opportunities and access to credit
  • encouraging community self-help
  • documenting the experiences and lessons learned for use as inputs in formulating a Muntinlupa citywide socialized shelter plan and to enhance the national Government's relocation policies and programs
  • starting a sustainable land-banking fund for Muntinlupa's urban poor
  • creating a mechanism for securing the property near the railroad tracks that will be cleared of shanties
