Executing Agency

Yellow River Conservancy Commission (YRCC), and Henan and Shaanxi provincial governments

Implementing Agency

  • Funding the Poor Cooperative and the China Foundation for Poverty Alleviation for the microfinance component in Shaanxi Province
  • NGOs: the China Women Federation and the Association of Dates Farmers for the training components in Shaanxi Province
  • The project management offices under the provincial governments of Henan and Shaanxi, and the YRCC (for coordinating the impact assessment and exchange program, and for mainstreaming innovative poverty reduction approaches in future flood protection loans

Coordinating Body/ Steering Committee/ Project Advisory Board

A project steering committee comprising the YRCC and the provincial executing agencies, the Ministry of Finance, and the representatives from the implementing agencies will meet at least twice a year to discuss progress of the JFPR Project. Similarly, in the two provinces, provincial JFPR Project coordination committees will be set up under the provincial executing agencies, comprising representatives from the JFPR project management offices, the provincial poverty alleviation and development offices and the provincial bureaus of finances, provincial planning commissions, Bureau of Water Management, and selected self-help organizations and NGOs involved. They will meet once in three months to discuss progress of the JFPR Project.

Scope

The project will target 130 communities in four counties, where poverty incidence is more than the regional average of 15 percent, 2 in central Henan and 2 in Shaanxi. The JFPR Project is expected to benefit 155,250 poor persons in the two JFPR areas in three years. The JFPR Project will be implemented over a period of three years starting from the end of 2001.

Objectives

Project Purpose

The objective of the JFPR Project is to encourage poor communities to adopt effective and sustainable ways of managing watersheds and land degradation to reduce sedimentation of the river, and thus their vulnerability to flood disasters.

Main Project Components and Activities

The three components of the JFPR Project are

  • alternative income generation through microfinance and training activities addressing environmental poverty in two counties of Shaanxi Province upstream of the Yellow River
  • an environmental advocacy and intercommunity environmental poverty awareness program targeting the poor in four counties of Shaanxi (upstream) and Henan (downstream) provinces to educate the people about the interrelationship between soil erosion, river flooding, and poverty
  • project management, poverty impact assessment, and advocacy for mainstreaming the results of the JFPR Project in government flood protection programs.
