Description
The labor market of Papua New Guinea was characterized by a small formal sector comprising about 10%–18% of the employed labor force and a large informal sector. About 80%–85% of the total population fall under the informal sector and were engaged primarily in subsistence agriculture. Over 50,000 out-of-school youth with no employable skills join the labor force each year. Only a minority would find formal wage employment.
The expected impact of the project was improvement in income-earning and generating employment opportunities for the unemployed and underemployed population in the rural and urban areas, with a special emphasis on women and the youth.
This study validates the completion report’s assessment of the project, which aimed to increase the availability of short-term, quality, competency-based, relevant employment-oriented skills training, and greater possibilities for application of acquired skills in wage and self-employment. IED overall assessment: Less than successful.
