Surface and groundwater pollution present a huge problem for the environment and public health in the People’s Republic of China, particularly in the Hai River Basin (HRB). More than 80% of the rivers coursing through the HRB do not meet the minimum water quality standards. Major polluters include industrial and municipal wastewater and nonpoint sources. Several wastewater treatment plants and associated sewage collection and conveyance systems in cities in Hebei province were identified as high-priority immediate-improvement projects in an ADB-financed technical assistance study of the Hai River Basin in 1998.
This study validates the completion report’s assessment of the project, whose objectives were to improve the urban environment and public health, and enhance the quality of surface water and groundwater within project cities and downstream areas through better wastewater management. IED overall assessment: Successful
