In this Issue: Learning from Effective Practices on Gender and Development

In 2007 ADB has held various events on gender equality and women's empowerment. This GNN highlights three recent events:

ADB Events
Regional Seminar: Gender, Poverty and Infrastructure
(4-6 November 2007)

A three-day Regional Seminar on Gender, Poverty and Infrastructurewas conducted for Executing Agencies from 10 developing member countries as part of gender capacity building initiatives under a TA on Enhancing Gender and Development Capacity in DMCs (RETA 6092). This was the third regional seminar organized under the TA.

55 participants (34 men and 21 women) from Afghanistan, Bangladesh, Cambodia, Canada, Indonesia, the Kyrgyz Republic, Mongolia, Nepal, Norway, Pakistan, Sri Lanka, Uzbekistan, and Viet Nam, as well as from RSGS attended.

Under TA 6092, there are currently seven GAD consultants who have been locally hired and placed in AFRM, CARM, IRM, MNRM, NRM, SLRM, and URM. GAD NOs are in BRM, PRM, and VRM.

Gender Specialists Workshop
(7-9 November 2007)

The annual consultation workshop for Resident Mission (RM) Gender Specialists (GSs) was held in Dhaka, Bangladesh.

Workshop discussions focused on

  • Gender Action Plan (GAP) design
  • challenges and practical solutions to accessing information about loan design and implementation missions
  • how to link GAPs with DMFs
  • ensuring quality of consultant outputs
  • areas where GSs benefit from RSGS support, including administrative issues hampering their effectiveness

All RM GSs reported strong support by their Country Directors for gender mainstreaming at the program and project levels. Good team spirit among the RM GSs and the larger ADB gender team increased motivation to improve results on GAD policy implementation.

Participants to the Workshop felt that the detailed discussions on the project cycle and loan presentations had clarified expectations on their roles at different stages of loan processing and implementation. In addition, the interactive nature of the workshop allowed the new GSs to ask questions and learn from their more experienced peers.

Regional Conference on Legal Empowerment for Women and Disadvantaged Groups
(13-14 December 2007)

The two-day regional conference held on December 13-14, 2007 at ADB headquarters in Manila marked the completion of a three-country technical assistance project on Legal Empowerment for Women and Disadvantaged Groups which Mr. Francesco Tornieri, Social Development Specialist (GAD), RSGS/RSDD manages in partnership with The Asia Foundation.

The conference was opened by Mr. Jeremy Hovland, General Counsel, Office of the General Counsel. The program [ PDF: 54kb | 4 pages ] featured presentations and panel sessions in which participants [ PDF: 63kb | 2 pages ] representing the ADB-Asia Foundation project team and their partners from Bangladesh, Indonesia, and Pakistan, government officials and civil society leaders, and specialists in legal empowerment from other regions and donor agencies discussed issues and experience in legal empowerment and future opportunities. Mr. Robert J. Dobias, Director, RSGS/RSDD, closed the proceedings.

Distinguishing Features of the Project

ADB's Regional Technical Assistance for Legal Empowerment for Woman and Disadvantaged Groups reviewed experiences in legal empowerment in Bangladesh, Indonesia, and Pakistan. It tested legal empowerment strategies to increase access to basic social services and productive resources by women and disadvantaged groups and developed recommendations for incorporating legal empowerment components within ADB loans.

A significant component of RETA was the integration of legal empowerment initiatives in development projects supported by ADB and other development agencies.

The pilot initiatives were undertaken in

  • Indonesia: Neighborhood Upgrading and Shelter Sector Project
  • Pakistan: Sindh Devolved Social Services Project
  • Bangladesh: Secondary Small Scale Water Resources Development Sector Project 2.

The pilot project experience also aided the development of two practical handbooks:

  • Manual of Good Practice for Integrating Legal Empowerment Components in ADB Operations
  • Operating Manual for NGOs Involved in Legal Empowerment Initiatives.

Achieving gender equality results: Perspectives from ADB loan projects
12 October 2007

The Gender and Social Development CoP held a seminar on achieving gender equality results in agricultural and natural resource management projects. Directors of 2 projects in Bangladesh (Loan 1831: Second Small Scale Water Resources Development Sector Project) and Nepal (Loan 1461: Third Livestock Development Project) presented case studies. Women project beneficiaries and RM-based gender specialists also shared their views through video links. See the program [ PDF: 11kb | 1 page ].


URM: Four-day training completed on mainstreaming gender and development issues in water sector operations
2 October 2007

More than 20 participants from Kazakhstan, Tajikistan, Kyrgyz Republic, Turkmenistan, and Uzbekistan completed the 4-day training supported by ADB's RETA on Gender and Water Network in Central Asia.


GAD presentation for the study visit program on rural women's empowerment
1 October 2007

ADB hosted the visit of middle and senior level bank officers from Cambodia, India, Philippines, and Thailand. The visit, which focused on ADB's approach to gender mainstreaming and women's empowerment, is part of a study tour by the Asia-Pacific Rural and Agricultural Credit Association.

Gender and Development Plan of Action (2008-2010)
17 December 2007

The President approved the GAD Plan of Action on 17 December 2007. The GAD Plan of Action is an implementation tool to be used primarily by ADB's regional departments and resident missions. It integrates the major findings and recommendations of the ImplementationReview of the GAD Policy (2006) and the results of extensive consultations carried out since 2006 with ADB staff members at HQ and Resident Missions, and with the members of the External Forum on Gender and Development (EFG).


RETA 6431: Promoting Rural Women's Entrepreneurship in Transition Economies
12 December 2007

ADB Management approved a $600,000 Regional Technical Assistance (RETA) on 12 December 2007 to enhance rural women's economic empowerment in identified raions (districts) in the Kyrgyz Republic, Tajikistan and Uzbekistan. The RETA is financed under the Gender and Development Cooperation Fund.
