The Gender Network e-Newsletter is an electronic bulletin for professionals, researchers, civil society, academics, and their counterparts in the donor community who are interested in gender issues. It is published 4 times per year and offers information about events, conferences, training opportunities and activities at ADB Headquarters and resident missions. Special issues will also be published on gender specific topics.

ADB Joins Global Celebration of International Women's Day (IWD) 8 March 2007
Regional and Sustainable Development Department-Office of the General Counsel (RSDD-OGC) Seminar and Launch of the Gender, Law, and Policy Tool Kit
In the afternoon, an RSDD-OGC seminar on the UN's IWD theme on Ending Impunity for Violence against Women and Girls and the launch of the Gender, Law, and Policy Tool Kit were held. Vice President Schaefer-Preuss (right photo, at lectern) noted the incidence and consequences of violence against women and girls worldwide, and ADB's response in the legal and policy sectors to combat the problem. OGC Deputy General Counsel Eveline Fischer, who launched the tool kit, called for continued efforts to stop violence against women. Speakers from Bangladesh and the Philippines shared experiences and the need for legal protection for women. Read the news release.
Breakfast Program hosted by BPMSD
At ADB's 7th year IWD celebration, Management and over 300 staff members attended the
Budget, Personnel and Management Systems Department (BPMSD)-hosted breakfast program on a business case on gender balance. Vice President Khempheng Pholsena (left photo, at lectern) spoke on GAP II review findings and challenges for achieving greater gender equality at ADB. BPMSD Director General Kensaku Munenaga reaffirmed ADB's commitment to gender balance in the workplace. Guest speaker Erwin Elechicon from the private sector discussed gender diversity as a critical business strategy and competitive advantage.

BRM: Experience Sharing Workshop on Gender Mainstreaming

Country Director Hua Du called for mainstreaming gender in project activities to sustain development results at the inauguration of a directors of ADB-assisted projects' workshop, held during the celebrations of International Women's Day.
Gender and HIV/AIDS: Reflections From Field Experience in Papua New Guinea (PNG) 23 February 2007
PNG is the first country in Asia and the Pacific to endorse a national policy and plan on gender and HIV/AIDS . Christine Bradley, a GAD and HIV/AIDS expert, presented the plan and activities of the PNG National AIDS Council and progress in the implementation of the AusAID-funded National HIV/AIDS Support Programme.
URM: Gender Training on CEDAW and MDG Implementation 23 February 2007
Twenty participants from the Republican Women's Committee, media, NGOs, and women leaders from Tashkent (pictured) completed a 2-day training on the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and gender-related MDGs under a regional TA project on gender and development.
Gender Briefing to the Royal Melbourne Institute of Technology (RMIT) Students 29 January 2007
Students from RMIT visited ADB on 25 January as part of their international community development study tour, organized by the Women and Gender Institute of Miriam College in Manila. ADB Social Development Specialist Francesco Tornieri briefed them on the institutional framework for implementing ADB's gender and development policy.

IFAP: 4th World Congress of Rural Women 23-26 April 2007, Durban, KwalaZulu-Natal, South Africa
The Congress is an international gathering of rural women which occurs at four-year intervals. The congress will discuss universal and wide-ranging issues confronting rural women today and to share concrete experiences of successes in addressing these worldwide.

DFID: Gender and Aid Effectiveness and Gender Equality in Southeast Asia 2-3 April 2007, Bangkok, Thailand
The 2-day workshop brought together about 40 development practitioners to reflect on the opportunities and challenges they face in their different working environments in seeking to achieve gender equality objectives through the Paris Declaration in South East Asia.

High-level Conference on Women's Economic Empowerment
22-23 February, Berlin, Germany
Discussed at the conference was women's key role in economic growth and development as well as the implementation of the Gender Action Plan launched last September by the World Bank with the aim of enabling more women to take part in economic processes. Speakers include representatives from Africa, Asia, and Latin America; development ministers from Denmark, Germany, Norway and Sweden; ADB, EU, UN, OECD, and the World Bank.

Gender Specialists Corner
RETA 6143: Improving National Gender and Development (GAD) Machinery in Uzbekistan Mekhri Khudayberdiyeva, URM
Since the first days of independence of Uzbekistan, considerable progress has been made with respect to developing national women’s machinery in the country. Several institutions with executive, advisory and legislative powers now represent women’s interests. But limited gender capacity, a patriarchal mentality and slow development of gender concepts at intermediate and macro level, seriously constrain progress in the Gender and Development (GAD) areas and in the implementation of a National Action Plan. To meaningfully address gender disparities and promote women’s empowerment in the country, key Government agencies need to strengthen their capacity in gender responsive planning, development, implementation of programs and projects to narrow gender gaps and make significant progress toward meeting the MDGs.

Report on International Women’s Day Celebration in Bangladesh Rokeya Khatun, Bangladesh Resident Mission
On the eve of the International Women’s Day 2007, ADB organized a meeting where the Project Directors made presentations and discussed accomplishments and challenges with respect to gender in education, health, small and medium enterprise development, infrastructure, agriculture, rural development, water and urban governance. The meeting was held on 7 March in the ADB Conference Room. The theme of the event was 'Ending impunity for violence against women', and participant promised to report back at the next International Women’s Day in 2008.

Publications
Gender, Law, and Policy in ADB Operations: A Tool Kit Guidelines, Handbooks, and Manuals
In line with ADB's Policy on Gender and Development, it is important for ADB staff and consultants to recognize the gender implications of their work on law and policy reforms. The Gender, Law, and Policy (GLP) Tool Kit helps analyze GLP issues in proposed ADB projects. It is particularly useful in designing program and sector development loans, where law and policy reforms play an especially prominent role.
