Description

The Country Operations Business Plan (COBP), 2013–2015 for the Philippines is the second COBP to be processed under ADB’s Country Partnership Strategy, 2011–2016, which aims to help the Philippines achieve high, inclusive and sustainable growth. It was approved on 1 October 2012.

COBP 2013–2015 includes an indicative lending program of $1.72 billion from ADB’s ordinary capital resources, and a technical assistance program of $21.10 million funded from the Technical Assistance Special Fund and external sources. The COBP operationalizes the strategic shifts in ADB’s strategy from funding stand-alone projects and policy-based loans to funding slices of national programs, such as the National Community Driven Development Program of the Department of Social Welfare and Development, and the K to12 Education Reform Program of the Department of Education. The COBP gives emphasis on learning from implementation experience and better pipeline management by supporting larger but fewer projects. For the first time, the COBP includes a Country Knowledge Strategy and Action Plan (linked document) to blend development financing with knowledge and innovative solutions.
