F. Monitoring Progress61. To monitor the development impacts of its interventions in social protection, ADB will pay increased attention to measuring the social returns of project and policy-based lending. Loans should aim to provide, as part of their logical framework and project performance monitoring system
As much as possible, ADB loans should contribute to build the capacity of DMC governments to collect, collate, and analyze social protection data to facilitate national planning and policy formulation. 62. The need for social monitoring, early warning and planning, is essential for social risk management at the macro level (e.g., to anticipate effects of events such as economic crisis, earthquakes, and droughts). ADB will support countries in their efforts to build capacity on social monitoring and early response.
