Capacity Building for Environmental and Social Mitigation for Nam Theun 2 and other Hydropower Projects in Lao PDR

The government agencies that will manage and implement the various social and environmental safeguard plans (Environmental Assessment and Management Plan, Social and Environmental Management Framework and First Operational Plan, Social Development Plan) need to have sufficient capacity to do so. Full implementation will begin immediately after financial close. ADB provided assistance to assess the government's capacity to manage and implement the environmental and social mitigation programs. Consultants are being engaged to implement the short term capacity building program designed under the capacity assessment study.

The report covers the following:

• review the adequacy of the institutional structure and identify gaps, if any, in terms of the roles, responsibility, and authority
• assess the institutional strength of the individual government agencies and provincial governments in terms of the number and quality of staff on board
• evaluate the labor supply capacity in Lao PDR, i.e. availability of graduates in the relevant fields and the corresponding absorptive capacity in the country
• incorporate the lessons learned from past projects in Lao PDR in terms of the environmental and social mitigation arrangements.
