The objective of this sector study is to compile essential background data, present key sector issues, and develop a coherent framework for policy and institutional reforms and investment decisions to maximize the development impact of individual interventions for socially equitable and economically and environmentally sustainable urban development in Nepal.

The document is structured in five chapters. Chapter 1 provides background to the sector, and describes the urban socioeconomic and environmental conditions in Nepal while Chapter 2 gives an overview of urban policy, legal, institutional, and financial framework. chapter 3 identifies key urban sector issues. Ano verview of the external assistance, including ADB assistance to the sector, and the lessons learned from earlier assistance is provided in Chapter 4. Chapter 4, based on preceding analysis, presents a guiding framework for Nepal's urban development, including sector goals, principles, priority interventions, and potential role for ADB in the sector development. The document was prepared by the staff of ADB's Water Supply, urban Development and Housing Division (West) in consultation with the Government, and is based on a study undertaken by ADB consultants, using participatory and consultative aproaches, and other relevant documents.
