An independent Project Implementation Unit (PIU) comprising two full-time staff consultants will be set up to manage the Project on a day-to-day basis. The PIU will work under the direction of ADB's India Resident Mission, and be guided by the Project Management Unit of the Counterpart Loan Project, and the city-level JFPR Focal Points.
The Project will target the poor (Below Poverty Line) and low-income groups (Economically Weak Section) in selected slum clusters (khachi basis, which are clusters of 50-500 households) in the cities of Jaipur, Jodhpur and Bikaner, and three nearby rural towns.
Overall Objective
Reduce water-related human poverty in slum and low-income urban areas in Rajasthan.
Project Purpose
- Provide adequate safe drinking water to the poor by developing sustainable mechanisms for rainwater harvesting in slum areas.
- Improve sanitary conditions through better collection and disposal of liquid and solid wastes.
- Reduce unhygienic conditions caused by impounding of wastewater or storm runoff by improving drainage.
- Enhance water conservation and personal and community hygiene through public participation and awareness.
- Empower local poor and slum communities through planning, implementation and operation of the new facilities.

The responsible NGOs in each city will:
- Facilitate the participation of beneficiaries in planning, prioritizing the physical works and developing schemes to raise counterpart funds.
- Train local workers to complete the works under the Project.
- Supervise the works to maintain a reasonable quality.
- Train the local organizations and individuals on operating and maintaining the physical facilities.
- Capacity build these same organizations to install revenue recovery schemes to finance the O&M.
- Conduct information campaigns and local workshops to train local people in personal and public hygiene and health, particularly women.
- Help empower the community-based organizations to seek further benefits from the counterpart loan project and other funding sources.
HUMANA, an international NGO active in a number of rural villages near Jaipur and Kota in supporting women through microfinance, education and vocational training, also supported the design phase of the project.
