Ministry of Infrastructure
- microfinance institutions (NGOs) for saving/repayment collection activities
- local community and private sector persons for bathhouse, greenhouse, and briquette making activities
- Project Implementation Unit for approval of project activities, and demonstration housing component
- Poverty Alleviation Program Office, at the aimag centers' level, for confirming potential project beneficiaries
- local independent research institute for poverty impact assessment
Steering Committee comprising representatives from the Ministry of Infrastructure, Ministry of Finance and Economy, Poverty Alleviation Program Office, city governments, Ger housing areas, ADB, and Project Implementation Unit
The project will target the poor and low-income groups in selected Ger housing areas of the three cities covered under part B of Loan 1847-MON: Housing Finance Sector Loan, and eight aimag centers in eastern and central Mongolia under the Integrated Urban Services for Secondary Towns Loan. The cities are Baruun-Urt, Choibalsan, Choir, Dalanzadgad, Darkhan, Mandalgovi, Ondorkhaan, Sainshand, Tsetserleg, Ulaanbaatar, and Zuunmod.
Overall Objective
Pilot innovative and sustainable approaches to address housing-related poverty in selected Ger areas of Mongolia.
Project Purpose
- Pilot sustainable opportunities for housing finance to the poor.
- Show viable approaches for running public bath houses in Ger areas with poverty targeting.
- Use community assets to reduce the costs of housing for the poor.
