Significant gains have been derived from the development trends in the design, implementation, and operations of primary and secondary education programs and projects. Notwithstanding the nuances of a country’s policy direction and the limitations of the scope of the programs and projects, the approaches and trends discussed in this synthesis are not mutually exclusive.
