The improvement of Viet Nam’s road network made major contributions to rapid economic growth and caused a sharp decline in poverty in the country since 1990. The government considered further improvement a priority and prepared a draft program for a national expressway network. One of the links given a high priority in the program was the route running north from Noi Bai (close to Hanoi) to the Chinese border at Lao Cai. From there, it was to link with a 400 kilometer road to Kunming (capital of Yunnan province), which the People’s Republic of China had been progressively upgrading to expressway standards.

This report validates the completion report’s assessment of the project which aims to ensure the highest technical standard and cost effective design of the Noi Bai–Lao Cai highway in Viet Nam. IED overall assessment: Successful
