Harmonization Work

The Evaluation Cooperation Group* was established by the heads of evaluation of the multilateral development banks in 1996. It aims to strengthen the use of evaluation, share lessons from evaluations, harmonize and promote collaboration between evaluation units, and build the evaluation capacity of borrowing member countries.

ADB's Role in ECG

  • ADB joined the ECG in 1996.
  • The Director General of the Operations Evaluation Department chaired the ECG in 2005-2006 and, in October 2005, the ECG met for the first time in ADB's headquarters.
  • In March 2005, ADB became the first member of the ECG to adopt guidelines to avoid conflict of interest [ PDF: 32 kb | 3 pages ]. These specify conditions under which OED management, staff, and consultants recuse themselves.
  • ADB is leading the development of standards for evaluation of policy-based lending and country assistance programs.
  • In October 2006, ADB volunteered to administer, operate, and maintain the ECG website. In early 2007, OED completed an overhaul of the platform. The ECG secretariat is housed in ADB.
