Review of the Independence and Effectiveness of ADB’s Operations Evaluation DepartmentReadIn February 2008, ADB President Haruhiko Kuroda committed to undertake a comprehensive review of ADB's Operations Evaluation Department. The objective is to review ADB's current arrangements for the operations evaluation function to assess their independence and overall effectiveness and recommend changes as necessary and appropriate. The President set up a Working Group comprising three members of ADB's Board of Directors and the Managing Director General in March 2008 to undertake the review. The Working Group submitted its report on 26 September. The report reflects the views of the members of the Working Group in their individual capacities and builds on the recommendations of a 5 September report by two external experts. The WG report was reviewed by the members of the ADB's Board and Management. On 15 December, ADB's Board of Directors discussed the Review of the Independence and Effectiveness of the Operations Evaluation Department. This paper presents key findings from this review process and proposes a number of changes to further enhance OED’s independence and effectiveness.
