Evaluation of Metropolitan Bogor, Tangerang and Bekasi Urban Development (Sector) Project in Indonesia

Jakarta’s Metropolitan region, known as Jabotabek, comprises Jakarta DKI and Botabek (Bogor, Tangerang, and Bekasi). The population of Jakarta, Indonesia's capital and the largest metropolitan in Southeast Asia, grew rapidly during the last 20 years. The pressure of this growing population and the accompanying environmental deterioration led to suburbanization or the movement from the central city to peripheral areas including Botabek. To support the high priority given by the Government of Indonesia to improve the living conditions in urban areas, ADB approved Botabek Urban Development Project (Botabek Project I) in 1990. Botabek Project I consisted of improvements in water supply and sanitation, urban roads, drainage, solid waste management, and kampong improvement programs. On December 1996, ADB approved the Metropolitan Bogor, Tangerang and Bekasi Urban Development (Sector) Project (Metro Botabek), a sector loan formulated to support the rapid development that took place in Botabek and in many new development areas that emerged since the formulation of Botabek Project I. Metro Botabek consisted of urban roads, drainage, piped water supply, market improvement, public transportation terminals, solid waste management, and sanitation. It covered the Bogor district; the cities of Depok, Balaraja, Ciputat, and Tigaraksa in Tangerang district; Tangerang City; and Cikarang City Bekasi district and Tambun in Bekasi City.

 

This evaluation will assess the relevance, effectiveness, efficiency, and sustainability of the Project, and identify lessons and good practices that could be used in formulating and implementing similar projects in the future. The findings of this evaluation will also feed into the sector assistance program evaluation of urban development and water supply sanitation sectors planned in late 2009.
