Gender Responsive Public Policy Administration, TA 4479, 2004

Indonesia has undergone political and social reform since the resignation of President Soeharto in 1998. This process has been followed by greater political participation and a demand for increased representation of women in political decision making processes. Women's equal participation in the political life is pivotal to their gender advancement and democratic governance. The goals of equality and sustainable development cannot be achieved unless women's perspectives are incorporated into, and women participate actively in, decision making at all levels. The representation of women in local representative bodies (LRBs) remains low at 13% after the election in 2004.

Gender equality does not flow simply from increased participation of women in representative bodies. The effectiveness of women's participation in terms of their ability to articulate gender interests and the impact of this on actual resource allocation processes and decisions are also critical. To increase the effectiveness of women's participation in representative bodies, the gender perspective must be mainstreamed into all areas of public administration as well.

The TA will help the Government to increase women's participation in political decision making and improve gender mainstreaming in policies and programs at the regional level. The Project directly addresses the third Millennium Development Goal to reduce gender disparities and promote gender equality and empowerment through gender sensitive programs and project at the district level.

The TA has three expected outputs:

  • Increase capacity of women as present members or future candidates of local representative bodies (LRBs) to influence political decision making. The TA will provide training and help women to organize and mobilize
  • Increased capacity of district administrations to mainstream gender concerns into design and monitoring and evaluation of programs and projects and
  • In coordination with the State Ministry of Women's Empowerment, prepare a national action plan specifying approaches, targets, and resources needed to support gender mainstreaming into regional policies, programs and projects
