Capacity Building of the Lao Women's Union
TA No. 3641 - March 2001

The establishment of the National Commission for the Advancement of Women (NCAW) is expected soon in Lao PDR. The birth of NCAW, comprising of key ministries and agencies, will provide a timely opportunity for the formulation of a comprehensive gender mainstreaming framework in the form of a national gender action plan (NGAP) that specifies the roles, programs, and resources of key sectoral ministries and agencies. The role of the Lao Women's Union (LWU) to NCAW is to coordinate and provide technical support to the interministerial process including the NGAP.

The TA has two parts - national-level institutional development and local-level gender-related training. LWU is being assisted in developing a strategy for formulating the NGAP that will be developed through consultative process at central, provincial and district level under the guidance of the NCAW. Direct representation of poor women will be required in the workshops to be held at the provincial, regional and national levels with provincial and district stakeholders across sectors.

The training component will build the capacity of the management and technical staff of the LWU at provincial and district counterparts. Major focus of the training is on gender awareness raising, participatory planning, and project cycle management. This component is to be carried out in close collaboration with the Gender Resource and Information Development Centre (GRID Centre) at the LWU. To achieve synergetic effects with other ADB-assisted programs in the country, the TA is also supporting the capacity building activities for the local-level LWUs and community-based women's groups involved in ongoing ADB-financed loan projects.
