Gender Action Plans

As outlined in the ADB Operational Procedures on Gender and Development [ PDF: 71kb | 11 pages ], the gender action plan (GAP) is a tool to pull all elements for mainstreaming gender together in an ADB project. It identifies strategies, mechanisms and/or project components, and budget provisions for addressing gender concerns, and reports on how women are to be involved in the design, implementation and monitoring process. Key aspects of the GAP are incorporated into project assurances to encourage buy-in from executing agencies and other project partners. The GAP presents

  • preparatory work undertaken to address gender issues in the project
  • special features included in the project design to address gender impacts, and facilitate and encourage women's involvement and/or ensure tangible benefits to women
  • mechanisms to ensure implementation of the gender design elements
  • gender monitoring and evaluation indicators

Based on the gender categories of ADB projects, loans and grants with a Gender and Development theme or Effective Gender Mainstreaming usually have a GAP included as an appendix to the project document, such as Loan 1979-VIE: Upper Secondary Education Development Project.
