Loan Classification

Gender and Development Thematic

A loan is classified as Gender and Development thematic if its objective is to directly benefit women through

  • improved access to income/employment opportunities or human development services
  • equality of rights to employment, equal wages and property ownership
  • fair treatment under the law
  • child support and maternity leave through improved social security, etc.

Also, at least one-third of the beneficiaries specially targeted by the loan are women and one or more components designed specifically to benefit women account for at least 20 percent of the total loan cost.

Significant Gender Mainstreaming

Regardless of its poverty and thematic classifications, a loan is classified to have a significant gender mainstreaming component if

  • the social analysis conducted during loan preparation includes careful consideration of gender issues
  • the loan has specific design features to facilitate and ensure women's participation in activities supported by the loan and/or women's access to and receipt of project/program benefits
  • these gender-specific features are supported by appropriate loan covenants

Some Gender Benefits

A loan is considered to have some gender benefits if

  • some consideration of gender issues in social analysis has been carried during the project preparation to identify concerns of women in project areas and determine likely benefits/impacts of the project on them
  • some minor design elements or small project components to benefit women have been incorporated into the project
