Enhancing Gender and Development Capacity in DMCs, 1999

To address the major challenge of reducing the gender gap and improving women's social, economic and political status in the region, local gender specialists were recruited in six of the ADB's country offices - Bangladesh, Indonesia, Nepal, Pakistan, Uzbekistan and Viet Nam.

The primary objectives of the RETA are to (i) build the GAD capacity of EAs in the DMCs, (ii) achieve quality improvements in the implementation of ADB-financed loans and TAs addressing gender concerns, and (iii) increase ADB activities in the area of GAD.

The primary functions of each GAD specialist will be to

  • provide gender capacity building assistance to EAs and RM staff to enhance their capacity to mainstream gender equity in the implementation and administration of projects;
  • prepare and conduct in-country workshops to sensitize DMC policy makers and planners to GAD issues;
  • provide gender technical assistance with administering Bank-financed loans and TAs that target women or mainstream gender concerns;
  • assist with programming and selected project processing missions to integrate gender considerations; and
  • facilitate communication between the Bank, DMC governments, external funding agencies, and nongovernment organizations (NGOs) on gender issues.
